For additional information about new and existing instructional materials offered in EMAT, the various categories of materials and flowcharts are provided to clarify how districts can acquire these materials. The flowchart starts from a requisition and ends where payment is made to the publisher/depository, district, or freight company.
State Board of Education Adopted Materials
Commissioner's List and SBOE-Adopted Process
Using the new allotment system, EMAT calculates the price of instructional materials by multiplying the publisher's standard unit price times the quantity ordered. There is no longer the concept of state max cost and price reduction based upon TEKS percentage. Once the district requisition is approved, all the instructional materials ordered will be sourced to the depository or to the publisher directly through EMAT online. TEA pays the depository or publisher associated with each SBOE program item in EMAT.
